I have been a Professional Engineer in New Mexico since 1980 and <br />received my Colorado Professional Engineering license (#20068) in 1983. I have experience and <br />knowledge in the design and construction of dams and sediment ponds, drainage and erosion control <br />structures and the hydrology methods required in design of these facilities. <br />RULE REQUIRED CERTIFICATIONS <br />This certification is required by rule 4.03.1 (1) of the Regulation of the Colorado Mined Land <br />Reclamation Board for Coal Minin¢. <br />SUBJECT OF CERTIFICATION <br />This certification is for the Raton Creek Mine Coal Processing Waste Pile and Sediment Pond. <br />IDENTIFICATION: Coal Processing Waste Pile 'S,r (1 I~Q " <br />DATE OF INSPECTION: March 28, 1998 ~C <br />LOCATION: Section 36, T33S, R64W, 6th P.M. <br />Las Animas County, Colorado <br />COMMENTS: The area was dry and the vegetation was beginning to green. The snow melt runoff must <br />have been substantial because the rivulets reported earlier aze somewhat lazger especially at the junction <br />of the two slopes located NNW of the water tank. Also, there appears to be an increase in the azea <br />where the alkaline residue has appeared and the vegetation within these areas do not seem to be <br />responding as well as at the other areas. All areas including the pile and drainage strucrures appear to <br />be in good condition and stable. There are no apparent seeps at this time. The day was clear, about 55° <br />F, and breezy. <br />
