• Soil Salvaee and Storaee
The disturbance area from which soil was salvaged and the soil stockpile sites as of December 3l, 2002 are
shown on Seneca II-W Mine 2002 reclamation Map. A small temporary stockpile was established neaz pond
17 consttvc[ion.
The actual volume of soil salvaged and stockpiled from 1989 through December 31, 2002 was determined
by field survey of existing soil storage stockpiles. The Seneca engineering staff completed the base and
existing elevations for each stockpile. The stockpile volumes as of December 31, 2002 are listed in Table
00.1. As of December 31, 2002, 69.7 acre-feet of soil were stockpiled along [he tie-across haul road and
838.9 acre-fee[ of soil were stockpiled in [he mining area.
Soil Balance and Replacement
The soil balance is calculated for Seneca II-W Mine by comparing the disturbance area that requires soil
replacement as of December 31, 2002 with the soil reserve in stockpiles. The disturbance azea for Seneca II-
W Mine, shown on the map, with exception to the tie-across haul road, totaled 987.2 acres on December 3I,
2002. No soil was salvaged or needs to be replaced beneath the soil stockpile sites. Also, since Pond 005
• (4.8 acres), Pond 006 (7.9 acres), the Mine Entrance Road, Haul Road A, and Haul Road G are permanent
postm~ne facilities (I 1.2 acres), soil will only be replaced on a portion of those roads effectively narrowing
them to 20 feet wide. Topsoil has been replaced on 354.6 acres of disturbed area through December 3l,
2002. Therefore, the total disturbance area requiring topsoil as of December 31, 2002 was 608.7 acres a[ the
mine site and 96.6 acres for the tie-across haul road.
Soil Replacement Thickness
The soil replacement thickness for the firs[ five-year permit term was projected to be 1.4 feet for [he mine
area and 0.7 fee[ for [he tie-across haul road. The soil balance as of December 3l, 2002 was calculated as
follows:
Mine Area
Total disturbance area
Permanent Facilities & Topsoil replaced
Disturbance area requiring soil
Soil in stockpiles (Table OO.I)
Mean replacement depth
• Tie Across Haul Road
Disturbance area requiring soil
987.16 acres
378.5 acres
608.7 acres
838.9 acre-feet
1.38 feet
96.6 acres
Soil in stockpiles (Table 00.1) = 69.7 acre-feet
Mean replacement depth = 0.7 feet
3
