The point intercept method was employed for cover sampling <br />using the Division's optical point frame. Four 50-meter transects were <br />randomly laid out on the hill/upland area and four on the riparian area of <br />the reclaimed site. The ten-point optical point frame was then set up every <br />ten meters along and perpendicular to the transact line. Thus, ten points at <br />each ten meter interval were obtained. Data recorded included green <br />vegetation cover by species, rock, plant litter, and bare soil. Woody plant <br />density was measured on September 20 using four 50-square meter belt transects <br />on the hill/upland area and three on the riparian area. Enclosed is a copy <br />of the average cover and re]ative cover data for the shrub (upland) and <br />riparian reclaimed areas. This data has implications regarding revegetation <br />success that has been attained. <br />A review of the permit application, including both the present and replaced <br />pages, showed that the present form of the application does not include <br />success standards for cover or production. The replaced page 113 dated <br />June 18, 1982 cited a cover standard of 44.3% and a production standard <br />of 1,784 lbs./acre. Neither the March 21, 1986 replacement page 113 nor <br />page 1131 contain references to these success standards. Page 113i denotes <br />both herbaceous and woody plant species diversity (paragraph "a") and woody <br />plant density (paragraphs "b" and "c") standards. (The woody pt ant density <br />standards are incorrectly placed under an overall heading which refers to <br />"species diversity criteria". This could be made clearer.)
