3. SEDIMENT POND/ OTHER IMPOUNDMENT/ LIVESTOCK WATER POND <br />INSPECTION REPORTS <br />Requirement <br />In accordance with Rule 4.05.9(13) all impoundments are inspected quarterly for structural <br />weakness, erosion and other hazardous conditions. Reports aze to be submitted annually to the <br />Division. Colowyo conducts quarterly inspections of sediment ponds, the washbay pond, the <br />Taylor pump holding pond and the stockponds located on reclaimed areas. <br />During 1999 Technical Revision 41 was approved which changed the operation of all ten of the <br />sedimentation ponds from structures that provide containment of the design event to structures <br />which provide treatment of the design event. During 1999 all pond outlet structures needing <br />modification (such as perforated riser pipes) was completed. <br />Response <br />Sediment Ponds, Washbay Ponds and Taylor Pump Holding Pond. <br />The Sediment Pond Inspection Reports aze found in Exhibit 2. The reports indicate the ponds aze <br />operating in accordance with certified and approved designs. All embankments, spillways, and <br />other outlet structwes are in good operating condition. <br />• Streeter Pond (001) -The Streeter pond received no maintenance. <br />Work Area Pond (002) -The underside of the outlet pipe on the outside of the Work Area pond had <br />corroded. The section of pipe was replaced and fitted with new pipe. <br />Gossard Pond (003) -The Gossard pond received no maintenance. <br />Gulch A. Pond (004) -The Gulch A pond received no maintenance. <br />Stoker Pond (005) -The Stoker pond received no maintenance. <br />Rail Loop Pond (006) -The Loop pond received no maintenance. <br />Prospect Pond (007) -The Prospect pond received no maintenance. <br />West Pit Pond (008) -The West Pit pond received no maintenance. The painted, steel fencepost <br />markers located on the hillslope above and south of the pond indicate no further evidence of <br />instability. The small french drain placed on this same slope to drain a small elevated perched <br />water zone associated with a roll in a thin coal seam is also functioning as designed. <br />Section 16 Pond (009) -The Section 16 pond received no maintenance. <br />East Taylor Pond (010) -The East Taylor pond received no maintenance. The unstable hillslope <br />located above and east of the pond was sloped by a dragline. Our intent was to not topsoil the area <br />until we can determine the slope remains stable. The instability has been caused the movement of <br />perched water through outcropping coal seams. Mine development upgradient of the area should <br />dry up the source of water and prevent future movement. <br />Washbay Sediment Sump -The sediment sump was dredged of sediment. No additional repairs <br />were necessary. <br />Wazehouse /Washbay Pond -The wazehouse pond received no maintenance. <br />Taylor Pump Holding Pond -The Taylor Pump Holding Pond received no maintenance. <br />
