LIABILITY COMPANY <br />1992 PROJECT STATUS AND ANNUAL PLAN OF DEVELOPMENT <br />1.0 INTRODUCTION AND PROJECT SUMMARY <br />This report summarizes process operations, shipment of product, reclamation <br />status, geotechnical and hydrology monitoring results. Proposed operations for <br />1993 will be described in this report, as well as status of all surface facilities and <br />project wells. Any technical considerations and/or proposed changes in operations <br />are presented. <br />On July 1, 1971, four sodium preference right leases were issued. During 1980- <br />1982 exploration, well drilling (11 holes) and environmental monitoring were <br />conducted on the leased lands. The first phase of development was a bulk <br />• sampling operation. This testing phase was in operation from late 1983 to early <br />1984. A second phase of development (fora 3-ton per hour pilot-scale mine) was <br />presented and approved in 1984. In 1985, revisions to the approved pilot mining <br />plan (fora 6-ton per hour pilot-scale mine) were submitted. Exploration wells EX-1 <br />and EX-2 were drilled in 1985. An environmental assessment was completed by <br />the BLM, with approval on May 2, 1986. No development was initiated under this <br />plan. The third phase of development, a 125,000 TPY commercial-scale nahcolite <br />mine was evaluated in late 1986 and the environmental impact statement/record <br />of decision was approved in November of 1987. Project development in 1988 and <br />1989 involved drilling exploration well 88-1, and monitoring wells 89-1, 89-2, 89- <br />3 and recompleting EX-2. (Note all project wells have a prefix of Na26- or i.e. <br />Na26-88-1.) Early in 1990, NaTec Minerals, Inc. submitted construction plans for <br />a 125,000 TPY facilities to the BLM and initiated site development. Construction <br />of plant facilities started in May of 1990 and was completed February of 1991. <br />t <br />
