Kondelis <br />Subject: Quarterly Inspection <br />Excess Spoil Disposal Area I-A <br />Eckman Park <br />Job No. 8243 <br />Gentlemen: <br />At your request, a representative of our firm made a quarterly inspection <br />of Excess Spoil Pile I-A on June 14, 1982. The purpose of our inspection <br />was to observe construction procedures and to examine for evidence of in- <br />stability as required by the Colorado Mine Land Reclamation Board. This <br />letter summarizes our observations. <br />The elevation of the top of the pile had been raised little since the time <br />of our previous inspection made March 10, 1982. No spoil was being placed <br />on the top of the pile. Mr. Mike Kondelis informed us that the pile 1•+as <br />nearly at its design elevation. The top of the disposal area was being <br />leveled to eliminate major lol•+ spots 1•+hich could alloa+ ponding of water <br />and was being graded to direct runoff av+ay from outslopes. <br />Two haulage access roads had been provided along the north and south sides <br />of the disposal pile during the previous construction. At the time of this <br />inspection, the northern road had been filled and outslopes graded to their <br />design configuration: Some spoil 1•+as being placed along the southern haul <br />road to bring slopes in this area to their design configuration. <br />We were informed that, filling of t <br />dozing material doa+n from an upper <br />slopes constructed adjacent to the <br />been pushed doo-+nslope, the material <br />until the temporary slope had been <br />he haul roads was being accomplished by <br />bench level in order to flatten temporary <br />roads. Once sufficient material had <br />v+as leveled and the process repeated <br />flattened as necessary. <br />The coal company informed us that the placement of spoil in this area 1•+ill <br />be halted for an indefinite period of time.
