In addition to a monitoring plan for the Montgomery School, a similar review <br />should be undertaken with the NCWCD Supply Canal across the northern <br />edge of the permit area. This potentially eligible National Register facility <br />has concrete tunnels through both Rabbit Mountain and Indian Mountain, <br />the former location within 1/2 mile of blasting activity in the later stages of <br />the project. <br />Monitoring for ground vibrations on the St. Vrain Supply Canal tunnels should <br />be requested and approved by Northern Colorado Water Conservancy District. <br />STAFF COMMENT 10. The applicant shall submit an annual report to Land Use which <br />details and updates mine operations, reclamation progress, and the monitoring studies. The <br />report shall be reviewed by a technical committee composed of independent scientists and <br />County staff. <br />Southdown agrees to provide an annual report that includes the following information: <br />• raptor study <br />• prairie dog management plan <br />• updated wetland mapping (3 year intervals) <br />• CMLRB annual report <br />• issues identified by the Dowe Flats American Indian Advisory Council <br />• issues resulting from the implementation of the Cultural Resources Management <br />Plan <br />The annual report shall be used to demonstrate that mining and reclamation, and related <br />activities, are in conformance with the approved plans. Should discrepancies arise or should <br />there be departures from the approved plans, Southdown will discuss these situations with the <br />County staff. <br />The concept of a technical committee composed of independent scientists reviewing the project <br />on an annual basis causes us some concern and we would prefer to discuss any problems or <br />issues with the County staff on a case by case basis. The County has competent staff in a wide <br />diversity of technical specialties and the staff has access to the various State agencies (such as <br />the Division of Minerals and Geology and Air Quality Division) and Federal agencies (such as <br />the U.S. Army corps of Engineers). We suggest the technical committee meet at the 5 year <br />reviews that were recommended by staff and that Southdown have the ability to participate in <br />a consensus process to choose the members of the technical committee. <br />AGRA <br />Eerth & Environments/ Group <br />
