~S ~ <br />i~i Staff Recommendations <br />SHB AGRA Project E92-7075 <br />Page IO <br />Southdown agrees with these recommendations for the currently proposed West Valley route. <br />If the East Valley Route is selected in conjunction with the prairie reclamation plan, these <br />requirements are not necessary. <br />STAFF COMMENT 2. County Road 47 shall be relocated at the western edge of the <br />Limestone Ridge. <br />Southdown believes this recommended alignment is unsafe because it is too close to mining <br />operations. The currently proposed West Valley route is far enough away to provide safety and <br />buffer from the mining operation. This recommendation would not be necessary if the East <br />Valley route were selected in conjunction with the prairie reclamation plan. <br />STAFF COMMENT 3. The applicant shall dedicate to the County an extra 25 feet for the <br />relocated road right-of-way in order to accommodate a future trail alignment. <br />Southdown agrees with this recommendation. We believe that this dedication is not necessary <br />if the St. Vrain Supply Canal corridor is used for the trail. If the applicant is required to <br />dedicate this easement, the Canal alignment should be dropped by the County. The Canal gives <br />access to archaeologically sensitive areas, raptor habitat, and a proposed American Indian <br />educational site, areas that are best removed from the general public access. <br />STAFF COMMENT 4. The applicant shall dedicate to the County 50 feet of right-of-way <br />adjacent to the haul road for a future trail alignment and buffer. <br />In the case of the East Valley route for County Road 47, the haul route will not connect to <br />County Road 47. <br />Recreation uses within 50 feet of mine hauling operations present a source of user conflicts, for <br />evident reasons. <br />Southdown agrees to the trail corridor adjacent to County Road 47 or the St. Vrain Supply Canal <br />right-of-way and feels that one well-planned trail corridor is sufficient. <br />STAFF COMMENT 5. The applicant shall construct aturn-around for traffic using the <br />east end of N. Dakota Ridge Road to avoid traffic conflicts in the Rabbit Mountain Open <br />Space parking lot. This turn-around shall not be constructed on County property, but shall <br />be at the applicant's expense. <br />Southdown agrees with this recommendation for the currently proposed West Valley Route.
