- • ~ IIIII IIIII II 1111111 • <br />~Clf~ll~ll81®~ - ~~A~G~ 99g <br />,a..-. <br />4 ` soy,. ~ ,.,~ <br />~.~.• ~- <br />2635 DELTA DRIVE COLORADO SPRINGS,COLORAD080910 PHONEJ92-4207 <br />GEiJE RAL INTRODUCTION: In early 1982 the Schmidt-Tiago Construction Company Office <br />in Colorado Springs discovered that no annual reports had been submitted to the <br />Colorado Mined Land Reclamation Board as required by Section 116(1)(a) of the <br />Colorado Mined Land Reclamation Act of 1976. This oversight was caused by a lack <br />o£ in-company communication, a problem that hopefully has been entirely corrected. <br />Because Schmidt-Tiago Construction Company desires to comply with the law to the <br />best of their ability, we wish to submit the annual reports for the four operations <br />in E1 Paso County along with applicable annual report fees. The fees have already <br />been sent as of mid-March 1982. <br />Schmidt-Tiago has always tried to do their best to comply with the reclamation laws <br />and, as a matter of fact, was one of the first companies to obtain a permit under <br />the 1973 law even though little or no administrative capabilities existed to enforce <br />the law at its inception. We sincerely regret the oversight and hope you will find <br />the enclosed reports acceptable as meeting the requirements. We fully realize that <br />preparing an annual report is a constructive tool which, in effect, forces the <br />operator to review his permit at least once a year and see if he is on schedule and <br />in compliance. In effect, the tool forces a variety of self-monitoring that is both <br />useful and constructive in protecting land resources. <br />These annual reports cover the years 1978/79, 1979/80, 1980/81, and the current year <br />of 1981/82. In order to make the report simple all four years are combined into one <br />report narrative and map. However, the requirements for report content are met for <br />each year as best as can be done. Using this process an entire picture of what has <br />happened can be visualized more easily than if separate reports were to be submitted <br />for each of the four years. <br />
