_~
the slope laterally. Locations and details of subsurface
_, drainage are shown on Figure 9.
' S.7 MATERrAr_. HANDLING ~jjZ PLACEMENT
During the excavation process, segregation of the material, i.e.,
removal of cobbles and boulders, and organic materials and mixing
_ of the remaining materials, will be required in order to assure a
- consistent and uniform fill area. Cobbles and boulders will be
stockpiled and later utilized as an abutment and flood wave
protection at the base of the stabilized mine bench. Soil cover
material will be obtained from bench fill material, with the
exception of the observed coal waste material. These materials
will be stockpiled during construction. Cover materials will be
placed in stages over the coal waste in order to keep pace with
placement of coal waste. This will be performed in order to
avoid problems with stockpiling of materials and placement on
high-steep slopes. Following placement of the soil cover, rock
rip-cap material will be placed at the toe to provide erosion
protection within the assumed flood plain area and to provide
added surcharge and resistance at the toe of the slope. Once
construction operations are completed, reclamation and
• revegetation procedures will be implemented. Specific conditions
of reclamation and surface drainage will be provided by Blue
Ribbon Coal Company.

25
