u <br />2002 Soil Replacement Thickness <br />SCC is required by Permit C-94-082 and Section 4.06.4(2)(6) of Colorado's Regulations for Coal Mining to <br />document and record the soil replacement thickness for each reclamation block using a minimum sampling <br />intensity of one hole per five acres. The soil replacement thickness information is used [o adjust soil salvage <br />depths, if necessary, and for bond release purposes. Topsoil replacement depths will be sampled during 2003 <br />field season. <br />Soil Balance <br />SCC is submitting the soil balance with the Annual Reclamation Report as required by Permit C-94-082, Tab <br />21, Pages 5, 25, and 26, and as recommended by Section 32.04.13(2) of Colorado's Regulations for Coal <br />Mining. The soil balance is completed to ensure soil is salvaged, stockpiled, and replaced as recommended <br />and approved in the permit, and, if necessazy, to readjust the soil salvage and redisvibution thickness. The <br />soil information is also used to update the soil volume information previously submitted with [he 1999 <br />Annual Reclamation Report (SCC, 2002) and confirm the mean soil replacement thickness for the first five- <br />year permit term. <br />Soil Salvaee and Storaee <br />The disturbance area from which soil was salvaged and the soil stockpile sites as of December 31, 2001 aze <br />shown on [he Yoast Mine 2002 Reclamation Map. During 2002, all soil was imported [o stockpiles M, O, P <br />,Q and R. The actual volume of soil salvaged and stockpiled from 1995 through December 3l, 2002 was <br />determined by Geld survey of existing soil storage stockpiles. The base and existing elevations for each <br />stockpile were completed by the Seneca engineering staff. The stockpile volumes as of December 31, 2002 <br />are listed in Table 00.1. As of December 3I, 2002 793.7 acre-fee[ of soil were stockpiled in the mining <br />area. <br />Soil Balance and Replacement <br />The soil balance is calculated for Yoas[ Mine by comparing the disturbance area that requires soil <br />replacement as oC December 31, 2002 with [he soil reserve in stockpiles. The disturbance area for Yoast <br />Mine, shown on the Yoast Mine 2002 Reclamation Map ro[xled 546.1 acres on December 31, 2002. No soil <br />was salvaged or needs to be replaced beneath the soil stockpile sites. Also, Haul Road A and Haul Road B <br />are permanent postmine facilities (9.9 acres), soil will only be replaced on a portion of those roads effectively <br />narrowing them to 20 feet wide. Topsoil has been replaced on 202.3 acres of disturbed area through <br />• December 31, 2002. Therefore, the total disturbance area requiring topsoil as of December 31, 2002 was <br />333.9 acres at the mine site. <br />3 <br />
