Additional Page <br />2004 Annual Report <br />Winkler Light Aggregate quarry <br />M-1989-065 <br />Centennial Materials, Inc. <br />Anniversary Date: April 26 <br />Overview of Permit Year: During the 2003/2004 operating year there was about the same amount of activity <br />at this site as occurred during the last couple of years. Most of the operation remains much as it was last year. <br />The small northward expansion of the Main Quarry that occurred last year was completed and much of that was <br />backfilled in 2003. A new mining area of about 2 to 3 acres was established. There was limited activity at the Cut <br />Stone Quarry portion and that disturbance remains rather small and essentially identical to last year. One <br />additional small shot was done on the west, but the increase in area is so small it is not actually definable on the <br />map. <br />Annual Report Maps: Enclosed axe four color maps showing the primary areas of disturbance and the type <br />of disturbance occurring in each area. Map 1 shows the entire site and is primarily a guide map. Map 2 includes <br />the Cutstone portion and Maps 3a and 3b show the information for the Main Quarry area. <br />Affected Lands: The amount of affected land increased slightly to about 94 acres. However, 5.1 acres has <br />been successfully seeded and approximately one acre was backfilled. More backfilling will occur in the <br />2002/2003 mining area during 2004, followed by topsoiling and seeding. For the most part, the operation seems <br />to have achieved the stable operating area. It appears that this stable area, fox now, will vary between about 80 <br />and 95 acres, including the significant amount of acreage in the access road. Fox the foreseeable future the <br />amount of land reclaimed will approximately balance the amount mined, but that balance will be visible only <br />over a 12 to 18 month cycle as new reclamation is necessarily out of phase with new mining. That is, increases <br />in reclamation area lags behind increases in mining by about 6 to 9 months with xevegetation lagging about 9 to <br />14 months due to the fact that seeding can only occur during two fairly narrow windows each year. In between <br />backfilling and seeding topsoiling is done. If viewed at any one time, it may appear that mining is moving ahead <br />of the reclamation and, at other times, reclamation is increasing and the mining declining. It all depends on what <br />point in the cycle the site is examined. <br />A significant portion of the total affected land is contained in the access road. The Cut Stone portion <br />amounts to about 5 acres, including the access road to that site. The remainder is involved in the main quarry <br />operation, stockpiles, and office area. The plant remains located down in the quarry hole. The stockpiles are <br />now generally kept in the quarry hole, but some stockpiling is done near the plant, as is usually the case. <br />Revegetation: In the main quarry area, 5.1 acres were seeded in 2002. Considering the severity of the drought <br />in 2002, it is amazing that the seeding was as successful as it was. In 2003 this seeding appeared to only be <br />partially successful, but between 2003 and 2004 the cover and vigor of the planting increased considerably. <br />Although questions existed previously as to whether the seeding would ultimately achieve the desired cover, that <br />question is now largely answered in the affirmative. Weed control was implemented at various locations along <br />the access road and was largely successful. Grass along the road appears stronger this year due to better growing <br />conditions and decreased competition from weeds. Additional weed control will be done in a few places where <br />weeds axe still a problem.
