soil remain to be salvaged from 392.2 acres of land within the first permit term. <br />Soil Balance and Replacement. The soil balance for the first permit term is calculated <br />for Seneca II-w Mine by comparing the disturbance area Chat requires topsoil replacement <br />as of December 31, 1991 with the soil reserve in stockpiles and soil fo be salvaged ahead <br />of mining. The cumulative distVhba nce area for Seneca II-U Mine, shown on Exhibit 91.1, <br />totalled 350.8 acres on December 31, 1991. Included in the disturbance area figure are <br />25,3 acres of soil stockpiles outside of the area to be affected by soil salvage. No <br />soil was salvaged or needs to be replaced beneath these soil stockpile sites. Also, <br />since the mine entrance road, Pond 006, and Haul Road A are permanent postmine <br />facilities, soil will not be replaced on G4.7 acres. The disturbance area requiring soil <br />replacement as of December 31, 1991 totals 280.8 acres at the mine site and 96.6 acres <br />for the tie-across haul road (See Table 91.2). <br />There are 631.5 acres of land at the mine that is or will be disturbed by mining which <br />will receive replaced soil during the first permit term. As of December 31, 1991, there <br />were 389.5 acre-feet of stockpiled sail and 482.0 acre-feet of soil remaining io be <br /> salvaged. This soil (871.5 acre-feet) will be used to cover the 631.5 acre disturbance <br />• area with 1.3 feet of suitable soil. The average thickness of replaced soil is likely to <br /> exceed 1.3 feet as the stockpiled soil swells during redistribution. The average <br />thickness of replaced soil in the tie-across haul road corridor will be 0.7 feet (69.7 <br />acre-feet/96.6 acres) <br />Summary. The soil replacement thickness for the first five-year permit term was <br />projected to be 1.3 feet (PAP C-82-057, Tab 21, Minesoil Reconstruction). The balance <br />completed above shoos 1.3 fee[ of soil will be available to be replaced. Peabody will <br />continue to salvage, store and replace soil as described and approved in PAP C-82-057. <br />Peabody's soil scientist and reclamation supervisor will continue to closely monitor soil <br />salvage activities at Seneca II-W Mine verifying that scraper operators are salvaging all <br />suitable soil materials and replacing soil at the specified thickness. <br />Reyege[ation <br />Revegetation activities in 1991 included temporary and permanent revegetation of <br />disturbance areas at the Seneca II-Mine and associated tie across haul road. <br />Permanent seeding using hydroseeding/mulching techniques was conducted at the Seneca II-U <br />5 <br />
