SNOWCAP COAL COMPANY
Cameo Refuse Disposal Area No. 2 Inspection - 3rd Quarter 2006
On September 26, 2006, I performed the required quarterly visual inspection of the
Cameo Refuse Disposal Area No. 2 in accordance with Rule 4.10.2.
I, J. E. Stover, P.E., have a wide variety of experience in the design and construction of
earth fill embankments. Nothing was observed during the inspection that would indicate
the pile has a potential for failure. The pile was dry. No seepage was noted around the
pile. The upper diversion ditch was inspected with no problems noted. The pile has
been covered with the required 24 inches of non-toxic material.
During the quarter a significant precipitation event filled most of the upper diversion
ditch with sediment. The upper diversion ditch was subsequently repaired and most of
the ditch was completely rebuilt. The work to rebuild the upper diversion ditch was
completed on September 26d'. Approximately 850 feet and 450 feet of the west and
east upper diversion ditches respectively were rebuilt. Lengths were measured from
the high point each way.
The pile is located in a remote area well away from human habitation. A failure of the
pile might damage the haul road and sediment pond located below the pile. However,
a failure of the pile would probably not be a hazard to human life.
I certify that to the best of my knowledge and belief, that the fill and other aspects of the
Cameo No. 2 refuse pile have been constructed as permitted in the design approved by
the DMG. I also certify the reconstruction of the upper diversion ditch was performed to
meet the applicable performance standards and the design criteria presented in
Snowcap's Mining and Reclamation Permit, C-81-041.
Recommended maintenance: Energy dissipaters located on each end of the upper
diversion ditches need maintenance. ~'Pp°o REGi`o
o @ .,a~.a 8l0
o per,
o
~ v~\O~~S /~ STS i'~s
~ i~/~' /C
~es E?§tiiu~r' o ~~ D
P~ol~o.19230 00C4,~~
~F/. ~IQO y04 v0
~`~~ OOe00~~ ~`~I
