Summary. The previous discussion outlines concepts and procedures for <br /> achieving Ute ladies'-tresses recovery through improvement of watershed <br /> condition and function. The focus on watershed level planning and management <br /> is necessary because it is watershed conditions and processes that create and <br /> maintain orchid habitat and thus assure perpetuation of orchid populations. <br /> The recovery effort will be accomplished through an interagency, <br /> interdisciplinary, watershed evaluation, planning, and management effort. An <br /> interagency, interdisciplinary team will evaluate key watersheds, recommend <br /> orchid recovery goals and delisting criteria appropriate for the watershed, <br /> recommend management objectives, develop standards and guidelines for <br /> achieving management objectives, create an action plan for implementation of <br /> management objectives and standards and guidelines, and work with public and <br /> private resource managers and Federal and state agencies to craft and secure <br /> the necessary land management designations and management agreements to <br /> implement the action plan and affect recovery of the orchid. Orchid recovery <br /> efforts will be coordinated with other programs designed to improve the <br /> condition or status of other sensitive species and riparian and aquatic <br /> ecosystems. Where orchid populations occur in habitats not connected with <br /> current watershed processes, their protection and management will be directed <br /> by the orchid Recovery Team and will involve site-specific actions. These <br /> disjunct populations will be protected and managed until such time as the <br /> species is recovered or the populations are no longer considered essential for <br /> orchid recovery. The orchid Recovery team will incorporate orchid population <br /> and habitat recovery goals recommended for each watershed into overall <br /> population and habitat recovery goals and delisting criteria. The orchid <br /> Recovery Team will also solicit and oversee research efforts to acquire the <br /> necessary information to set specific, quantifiable, management and population <br /> targets and assess progress toward them. <br /> B. Define, manage, and restore watersheds. <br /> 1.1 Assemble Interdisciplinary Teams. <br /> 1.2 Conduct Watershed-Orchid Evaluation. <br /> 1.3 Define and delineate Riparian Habitat Conservation Areas and Critical <br /> Contributing Areas. <br /> 1 .4 Develop Riparian/Aquatic Management Objectives (RMOs) . <br /> 1 .5 Develop Standards and Guidelines. <br /> 1 .6 Determine population and habitat recovery goals for the watershed to <br /> use as criteria for delisting. <br /> 1.7 Identify, describe, and prioritize watershed, riparian habitat, and <br /> orchid population recovery and restoration projects. <br /> 1.8 Establish monitoring objectives and design a monitoring plan. <br /> 28 <br />
