Box 68
Craig, CO 81625
RE:Eagle 5 & 9 Mines, (C-81-044) Planned Subsidence of Amoco Piipeline
Dear Mr. Middleton:
A~~~
II~~~
DEPARTMENT OI
NATURAL
RESOURCE`,-
Ruy Romer
Govrmnr
Ken Sa laza~
Execunae Dnenur
Michael B. LnnF
Om~<iun D~minrr
This letter is simply to follow up on our telephone conversation of March 29, 1994. We had
discussed what aspects might be involved in a revision should Cyprus Empire conduct the
work involved with subsidence mitigation of the Amoco pipeline above longwall panels of
Mine 6.
Items we had discussed were:
•Subsidence issues pertaining to Rule 2.05.6(6)(f) and Rule 4.20.3(2)(a).
•The Division requests a letter from Amoco verifying that they are in agreement
with Cyprus's mitigation plan. Cyprus should also send DMG evidence that the
appropriate regulatory agencies, such as the Federal Energy Commission or Colorado
Oil and Gas Commission, have been notified and approve of the plan.
•If [he Colorado Department of Health requires SPCC plan updates or revisions the
Division of Minerals and Geology would like to receive a copy too.
•During the meeting between [he Division and Cyprus Empire representatives on
March 23, 1994, Mr. Schisler stated that Cyprus operations have successfully subsided
gas pipelines in Pennsylvania. It would help the Division's ra:view if more details
could be provided on these successful pipeline subsidence in Pennsylvania.
•Please explain the agreement on the agricultural field between Cyprus and the
Silengos. The field is usually planted to an annual crop. Would the pipeline
mitigation preclude the farmer's utilization of this field?
