Please conduct an on-the-ground survey of the surface area within the <br />proposed Sanborn East Tract permit boundary to verify and/or update the <br />Western Slope Carbon spring and seep data previously submitted. <br />9. The application .vas deficient in not having current spring and seep <br />information. Also, the application did not propose a monitoring plan to <br />monitor the effects of the mine on the springs. On page 2.04-25 (Rev. <br />5:3-31-92>, the applicant states that the Hawks Nest Mine monitored 11 <br />springs on the north edge of the permit boundary and within the current <br />Sanborn East Tract. This monitoring data is valuable in characterizing <br />• the seasonal fluctuations of the springs in the area that will be mined. <br />The Somerset Mine should have resumed monitoring these springs to <br />establish a correlation between the old data and what is occurring <br />currently. In lieu of this, the mine should conduct a spring and seep <br />survey next year and compare this data with that already collected. -This <br />will be necessary to establish the baseline. The baseline will be used <br />to see if the proposed mining activity will have a detrimental impact on <br />the springs. Somerset should submit an interpretation of the correlation <br />of the monitoring results of the new data. This should be incorporated <br />into the permit's statement of probable hydrological consequences. The <br />Somerset Mine should also commit to a monitoring plan that will monitor <br />these springs during subsidence. The following is a suggested monitoring <br />plan and schedule for submittal of information. <br />(a) The Somerset Mine will monitor springs and seeps 1 through 6 <br />monthly from March through October. Springs and seeps 7 through 11 <br />will be monitored monthly. This will begin when practicable and <br />will continue through the end of 1993. <br />10 <br />(b> The springs and seeps will be monitored for flow, pH, electrical <br />conductivity and temperature. <br />(c) The data from this monitoring and an interpretation will be <br />submitted with the 1992 Annual Hydrologic Report. <br />Cd) Monitoring will recommence one year prior to retreat mining in the <br />area of the springs and seeps and continue for an additional two <br />years after the area is retreat mined. An interpretation of the <br />results and correlation with past monitoring results will be <br />submitted with the next annual report. <br />(e> For this permit revision, the application should identify ±he <br />source and use of these springs. <br />Sardine Canvcn, A, B and C Gulches, should also be monitored (same <br />scheduie as Site ~_!-1> <br />J7 <br />
