`! <br />1994 ANNUAL RECLAMATION REPORT <br />CYPRUS EMPIRE CORPORATION <br />EAGLE MINES <br />PERMIT C-81-044 <br />P.O. Box 68 <br />Craig, CO 81626 <br />1. INTRODUCTION <br />This report addresses the surface disturbance associated with the mining operations of <br />Cyprus Empire Corporation (CEC). CEC is an underground coal operation currently <br />utilizing a longwall extraction system in the "E" seam to mine federal, state, and private <br />coal in Moffat County, Colorado. This longwall system was initially installed in 1985 while <br />CEC was still in the process of extracting the overlying "F" seam, which was mined as a <br />room and pillar operation from the 1970's until 1984. Historically, underground mining <br />has been conducted near the current operations since the the 1930's, primarily along <br />outcrops and in seams above those currently being extracted by CEC. In addition, the <br />adjacent Trapper surface mine has disturbance and reclamation over and adjacent to the <br />CEC mines. One such piece of reclamation are the Utah Tracts (shown on the enclosed <br />Map AR-1), which originally consisted of 199 acres of disturbance reclaimed by Trapper <br />and was transferred to CEC liability in 1984 as part of the subsidence agreement. In <br />1987, a portion of this area was transferred back to Trapper liability due to the needs of <br />their mine plan, leaving CEC a liability of 158 acres within these tracts. These parcels <br />are eligible for bond release sampling, of which CEC has completed the first year (1994) <br />and plans to complete sampling in 1995. <br />CEC also has responsibility for a small strip pit (the Williams Fork strip pit) a portion of <br />which was reclaimed in 1981 and 1987, and for the surface facilities attendant to the <br />current underground operation. The Number 9 Mine was started in late 1976, and <br />produced coal until 1981, after which time the mine was sealed due to market and mining <br />conditions. The old Number 9 portal cut is currently utilized as a refuse disposal area in <br />accordance with the permit. CEC also had a loadout located in Craig, but this site has <br />been reclaimed and released from liability. <br />Surface facilities and current disturbances associated with the operation include the <br />stockpile facilities, portals, roads, breaker building, offices, conveyance system, <br />warehouselshops, silo, track extension, ditches, ponds, refuse disposal areas, and <br />satellite storage buildings. There are also several areas of pre-law mining within the CEC <br />permit boundary for which CEC is not responsible. One of these areas encompasses the <br />Hart mine fire work which has been and will continue to be conducted by the Division <br />along the outcrop where the coal seam is smoldering. Refer to enclosed Map AR-2 for <br />general historic mine locations. <br />
