Summary of Review
Generally, all the reports lack detail in all areas. Examples are the lack of information regarding
size of terraces, terrace widths, and terrace grades, both toward the downdrains and back into
the excess fill. The reports lack surface drainage information such as channel sizing, downdrain
filter materials, and verification of riprap sizing. Topsoil depths should also be confirmed during
placement (Fill 9) and documented in the report as meeting the depth requirement. Topsoil
depth will ultimately be important regarding the establishment of vegetation of the fill and long
term fill stability.
The reports as submitted do not provide enough detail to the Division that the excess spoil fills
are being constructed in accordance with the approved plan. Rule 4.09.1(11)(a) identifies
specific inspections that are required during construction. These inspections should be
documented by date and category for each fill and submitted to the Division within two weeks of
completion. For future reports, please include additional detail and information, including color
photographs, as required, adequate to demonstrate that the excess spoil fills are being
constructed as per the approved plan in Exhibit 13 of the permit. Enforcement action may be
warranted if reporting frequency and report documentation is not improved.
If you have any questions, please call me
Sincer ly,
1
K Gorham
Environmental Protection Specialist II
