Summary of Review <br />Generally, all the reports lack detail in all areas. Examples are the lack of information regarding <br />size of terraces, terrace widths, and terrace grades, both toward the downdrains and back into <br />the excess fill. The reports lack surface drainage information such as channel sizing, downdrain <br />filter materials, and verification of riprap sizing. Topsoil depths should also be confirmed during <br />placement (Fill 9) and documented in the report as meeting the depth requirement. Topsoil <br />depth will ultimately be important regarding the establishment of vegetation of the fill and long <br />term fill stability. <br />The reports as submitted do not provide enough detail to the Division that the excess spoil fills <br />are being constructed in accordance with the approved plan. Rule 4.09.1(11)(a) identifies <br />specific inspections that are required during construction. These inspections should be <br />documented by date and category for each fill and submitted to the Division within two weeks of <br />completion. For future reports, please include additional detail and information, including color <br />photographs, as required, adequate to demonstrate that the excess spoil fills are being <br />constructed as per the approved plan in Exhibit 13 of the permit.
