for the tie-across haul road, and 32.8 acres where soil was replaced during 7990 through
1993. Wo soil was salvaged or needs to be replaced beneath the soil stockpile sites.
Also, since the mine entrance road, Pond 005, Pond 006, Haul Road A, and Haul Road G are
permanent postmine facilities, soil will not be replaced on 66.5 acres. The disturbance
area requiring sail replacement as of December 31, 7993 totals 394.7 acres at the mine
site and 96.6 acres for the tie-across haul road (see Table 93.2).
There ere 574.8 acres of lend at the mine that is or will be disturbed by mining which
will receive replaced soil during the first permit term. As of December 31, 1993, there
were 594.7 acre-feet of stockpiled soil and 226.7 acre-feet of soil remaining to be
salvaged. This soil (820.8 acre-feet) will be used to cover the 574.8 acre disturbance
area with 1.3 feet of suitable soil. The average thickness of repl ec ed soil is likely to
exceed 1.3 feet es the stockpiled soil swells during redistribution (BSC C, 7993). The
average thickness of replaced soil in the tie-across haul road corridor wilt be 0.7 feet
(69.7 acre-feet/96.6 acres).
Summary. The soil replacement thickness for the first five-year permit term was
projected to be 1.3 feet (PAP C-82-057, Tab 21, Ninesoil Reconstruction). The balance
completed above shows 1.3 feet of soil will be available to 6e replaced. Peabody uitl
continue to salvage, store, and replace soil es described and approved in PAP C-82-057.
Peabody's soil scientist and reclamation supervisor will continue to closely monitor soil
salvage activities at Seneca II-4 Mine verifying that scraper operators are salvaging all
suitable soil materials end repl sting soil at the specified thickness.
Reveaetation
Seeding and Plantino. A total of 16.6 acres were permanently seeded in the south mine
block of the Seneca II-W Mine in 7993. Seedings included 15.0 acres seeded with Seed Mix
No. 1 - Upland Sites and Ephemeral Drainages and supplemented with additional forb and
shrub seed, end 1.6 acres seeded with a mix comprised of shrub species only. The two
seed mixes end seeding rates ere listed in Table 93.3. There were no permanent
revegetation activities in the north mine block. Seeded areas are shown on Exhibit 93.3,
"1993 Seeding, Planting, and Weed Control Locations". Seedbed preparation in the seeded
areas was restricted due to replacement of live-handled topsoil, However, replaced
subsoil was disted to break up clods and allow better distribution of replaced
live-handled topsoil. Seeding was completed with a modified rangeland type drill seeder
equipped with two seed boxes (one for small seed and one for large seed) and depth bands
on the disc openers. The seed mixes were split into small and large seed components for
8
