Riprap-lined emergency spillway. <br />Corrugated metal pipe (CMP) trickle tube with metal baffle plate primary <br />' spillway. <br />Rules 4.05.9 (10) and (11) <br />' The basis for this section of this certifiption is Rule Number 4, Section 4.05.9 (10) and (11) of the <br />Regulations of the Colorado Mined Land Reclamation Board for Coal Mining. References within this <br />certification quote Rule Number 4 unless otherwise noted. <br />' (a) Existing and required monitorinft procedures and instrumentation. <br />' Inspections of the pond are required quarterly ]Rule 4.05.6(13)]. Quarterly inspections were made on 328!96, <br />627196, 927/96, and 29 October 1996. <br />' A stake (instrumentation to monitor sediment volume, Permit, Para 2.05.3, Page 2.05-2, Rev. 3.1-94) is in the <br />pond. <br />(b) The desien depth end elevation of env impounded waters et the time of the initial certification retort or <br />' the average and maximum depths and elevations of env Impounded waters over the oast year for the annual <br />certification reports. <br />' Based on the 1996 quarterly inspection reports, the average depth and elevation of impounded waters was 0.5' <br />and 6453.5, and the maximum depth and elevation was 0.8' and 6453.8', respectively. <br />' Ic) Existing storage capacity of the dam or embankment. <br />The existing storage capacity of the dam is estimated to be approximately 1.0 acre feet [from the existing <br />sediment level to the invert of the emergenry spillway (reference the Sedimentation Pond As-built, Rev. I, 5- <br />' 30-91, and 4th Quarter 1996 Inspection Report)]. <br />(d) Anv rtres occurring to the construction material up to the date of the Initial certification or over the past <br />' year for the annual certification reports. <br />No fires were reported up to the date of the initial certification, and no indication of fires in the construction <br />' materials of the dam was observed during the past year. <br />fe) Anv other aspect of the dam or embankment aRecting stability. <br />' The lack of protective vegetation subjects the embankment to erosion, which could contribute to embankment <br />instability.
