The Division has received your 28 March 2006 submittal of the 2005 Annual Hydrology Report
and appreciates Colowyo's timely submittal of the report. The 2005 Annual Hydrology Report
binder also contains the 2005 Annual Reclamation Report. Sections 1 and 2 of the binder contain
the Annual Hydrology Report and Sections 3-10 contain the Annual Reclamation Report. A
review of sections 3-10 of the report containing the 2005 Annual Reclamation Report will be sent
under a separate cover. The Division has reviewed the Annual Hydrology Report and has the
following questions and comments.
Colowyo conducted all of the required hydrologic monitoring in accordance with the
hydrologic monitoring plan beginning on page 4.05-10 of the approved PAP. All of
the sites were monitored at the required frequency and all of the required parameters
were tested.
2. The Division has deemed the current hydrologic monitoring plan adequate for the
current mining operations being conducted at the Colowyo Mine. With Colowyo's
submittal of Permit Revision 02 the hydrologic monitoring plan will be reviewed in
more detail to address the new South Taylor and Lower Wilson mining areas. Any
changes to the hydrologic monitoring plan will be made within Permi[ Revision 02.
3. On the first two pages of text at the beginning of Section 2 -Surface and Ground
Water Data, there are numerous references to monitoring sites being "...along Moffat
County State Highway 13..." Please change this to either "...along Colorado
State Highway 13 in Moffat County..." or "...in Moffat County along Colorado
State Highway 13..." to eliminate any possible confusion. Please provide the
Division with the updated pages to the 2005 Annual Hydrology Report.
4. Colowyo presents all of the surface water monitoring data in both chart and graph
form. The Division requests Colowyo to make several additions to the charts and
graphs. For ease of reading of the charts, please include row and column lines to
separate the data. On the graphs, please include the seasonal flow
measurements and a line that represents the baseline condition for the sample
