• • Soil Replacement Thickness <br />SCC is required by CDMG to closely observe and routinely inspect soil replacement thickness in <br />the Wadge and Wolf Creek reclamation azeas at Seneca II Mine. This monitoring requirement is <br />included in Permit C-80-005 as Item 5 of the Topsoil Quality Control Program, presented in Vol. <br />7, Tab 9, Attachment 9-4, pages 9-47. Permit historical soil replacement thickness information <br />for the 1984 through 1992 reclamation blocks is presented in Petntit C-80-005, Table 9-43, <br />Attachment 9-4; Tab 9 of the Second, Third, and Fourth Annual Topsoil and Spoil Monitoring <br />Reports for the 1987, 1988, and 1989 field seasons; and the Annual Reclamation Reports (PCC, <br />1990; PWCC, 1991, 1992, 1993; SCC, 1994, 1995, 1996, 1997, 1998, 1999). In addition, Seneca <br />conducted an exhaustive topsoil redistribution depth sampling program during the Summer of <br />2000. <br />See Appendix 2000.1 for field data of 2000 ARR and stadsdcs. The mean value of topsoil <br />replaced was 1.2 feet for the 575 samples taken. <br />Soil Balance <br />Seneca submitted the final soil balance as Technical Revision No. 31 on June 26, 1997 as the final <br />reclamation -topsoil management plan for Seneca II. Subsequently, the CDMG approved this <br />final topsoil management plan on December 9, 1997. A small reseeding project was <br />conducted in the area azound Channel PM-SA. <br />The Department of Forest, Rangeland and Watershed Stewardship, regarding the Shrub <br />Establishment Study ongoing at Seneca II, provided two reports which are attached. <br />• Weed Control <br />Survey for noxious weeds was carried out on the Seneca II Mine permit area in 2004. Monitoring <br />was conducted in 2004 to determine the need or level of retreatment necessary for areas sprayed <br />. in 2003. Canada thistle was the primary tazget species in all control areas, with lesser activity <br />directed towards areas of hounds tongue and whitetop. The applied herbicide consisted of a tank <br />mix of 2.5 gallons of 22K Tordon and 2.5 gallons of 2,4,D with 250 gallons of water. Escort at <br />
