The following observations were made <br />as required in the Surface Coal Mining and Reclamation Operations - <br />Permenent Regulatory Program. Area boundaries shown on the attached map <br />are only rough approximations of the areas: <br />1. Area A has been reclaimed including the planting of vegetation <br />with the exception of the access road passing through the area. <br />The access road is to be reclaimed as soon as it is no longer <br />needed for the mine operation. Area A-1 has a slope of 36% or <br />less which is 2.8h (horizontal):ly (vertical) or flatter and is <br />very stable. Area A-2 has a slope of 2.3 (43°6) to 2.8h:1v (36%) <br />which is in excess of the Surface Coal Mining and Reclamation <br />Operations - Permanent Regulatory Program but is stable and <br />preliminary examination indicates the long term static safety <br />factor exceeds the required 1.5. <br />2. Yampa Plining Co. is in the process of shaping the slopes in <br />Area B to a final slope of 2.8h:1v (36%) or flatter and is <br />spreading the topsoil. <br />3. Area C has a slope angle greater than 2.8h:1v (36%) but the <br />slope angle will be reduced to less than 2.8h:1v (36%) and <br />topsoil will be spread over the area. The diversion ditch <br />below this area is to be vegetated this fall. <br /> <br />
