4.3.6 Alr Permits Status <br />WRN requested termination of APEN for the former Fruita loadout facilities. A list of <br />equipment with serial numbers was submitted per revised APEN #86RB140-9. Also, use <br />of Fruita vacuum system was requested. The state APCD inspected the site, August 31, <br />1994. No Items of non-compliance were noted. Requested information was submitted <br />to APCD. WRN receivecl approval for construction permit to add vacuum system flow <br />and feeder screens, curing bins, and bagging unit to existing permit, (86R6140-9). The <br />APCD approved transfer of ownership for permits, 86RB140-2F, -6, -7, -9, and -10. <br />4.3.7 Stormwater Discharge Permit <br />A final permit (COG-500751, Colorado Discharge Permit System-Stormwater) was issued <br />to WRN in 1993. The certification of permit requires specific action, i.e. an Annual Report <br />by February 15, site inspection at least twice per year, and submittal of certification of <br />completion and implementation by January 31, of each year. The annual report, <br />inspection fee and certificaiion were submitted in 1994 per the permit. <br /> <br />I <br />"v~ 4.3.8 Ground Water Discharge <br />In 1993, WRN filed for a waiver of the requirement to obtain a Ground Water Discharge <br />Permit from WQCD, CDH. The basis for the exemption was "allowable seepage" or <br />below CDH limit of 924 gp~ad. No action from CDH, WQCD, was received in 1994. <br />• 32 <br />
