Impact StatemenURecorcl Of Decision was approved in November of 1987. Project <br />development in 1988 and 1989 involved drilling exploration well 88-1, and monitoring <br />wells 89-1, 89-2, 89-3 and recompleting EX-2. In 1988 an Underground Injection Control <br />(UIC) permit was obtained from the EPA. Early in 1990, NaTec Minerals, Inc. submitted <br />construction plans fora 125,000 TPY facility to the BLM and initiated site development. <br />Construction of plant facilities started in May of 1990 and was completed February of <br />1991. Monitoring wells (fi), production wells 88-1 and 90-5, and water well 90-1 were <br />completed in 1990. Recompletion of final monitoring well (IRI-5) at the maxi-pad was <br />completed in 1991, for a total of 13 monitoring wells. Associated right-of-ways for phone, <br />natural gas, electric power, and access road were constructed in 1990. In January, 1991 <br />the revised Mine Plan ~nras submitted, and approved by the BLM. Injection and <br />circulation of water began f=ebruary 20, 1991 with sodium bicarbonate production initiated <br />• on February 25, 1991. The revised monitoring plan was submitted February 27, 1991. <br />Also an amendment (to update plan) was submitted to the Colorado Mined Land <br />Reclamation Division February 27, 1991. Sodium bicarbonate production was periodic <br />through 1991. In 1992, on :stream operations increased to meet growing market demand. <br />As a result of process improvements, the production rate increased. In November, 1992 <br />a joint venture was finalized between NaTec and North American Chemical Co. White <br />River Nahcolite Minerals, Ltd. Liability Company (WRN) was formed by the joint venture <br />to operate the project. Sodium leases and project permits were transferred to WRN. <br />Late in 1992, the BLM approved a unit agreement for the four sodium leases with the <br />name of Wolf Ridge Mining Unit. <br /> <br />2 <br /> <br />'a <br />
