Walther <br />subject: Review of 2000 Annual Reclamation Report Executive D~reclor <br />date: Janu 24, 2002 <br />arY Michael R Long <br />Division Director <br />Rule 2.04.13 Annual Reclamation Report <br />Rule 2.04.13(1):By February I5, or other such date as agreed on, each permittee shall file an <br />annual reclamation report covering the previous calendar year for all areas under bond. The report <br />shall include, but not be limited to, text, discussion and maps which address: <br />The report is in compliance with this rule. The Colowyo Coal Company Annual Reclamation Report <br />is required by March 28 (Permit, page 4.05-11). It was submitted March 9, 2001, and received in the <br />Division on March 12. 2001. <br />Rule 2.04.13(1)(a): The name and address of the permittee and permit number; <br />The report is in compliance with this rule. The cover of the report includes the name of [he permittee <br />(Colowyo Coal Company L.P.), the address (5731 State Highway 13, Meeker, Colorado 81641) and <br />permit number (C-81-019) as does the introduction letter of March 9, 2001. <br />Rule 2.04.13(1)(b): Location and number of acres disturbed during that year; <br />The report is in compliance with this rule. The letter of March 9, 2000, reports 107.9 acres of <br />additional disturbance during 2000. The letter identifies the acres disturbed by vicinity (pit), and <br />the areas are described on Drawing Number Exhibit 9 dated 2/15/01, of the report. However, <br />there is some conflicting information. 72.5 acres of new disturbance in the vicinity of the West <br />Pit are reported in the Colowyo letter of March 9, 2001 but 76.5 (61.7+9.4+5.4) are illustrated on <br />Exhibit 9 of the report. The topsoil vaziance area of 5.4 acres was not indicated as 2000 <br />disturbance. 22.8 acres of new disturbance in the vicinity of the Section 16 Pit are reported both <br />in the letter and Exhibit 9. However, a topsoil pile 16E should also be considered as a disturbed <br />area. No legend was included for topsoil pile 16E on Exhibit 9. The operator was asked to <br />reconcile these discrepancies by an adequacy letter of January 24, 2002. <br />Rule 2.04.13(1)(c): Location and number of acres backfilled and graded during that year; <br />• <br />
