Second, it consoli:'ates the two permits, numbers 77-557 and <br />77-55,4, into one permit. Third, it updates the permit to include information <br />to comply with the current rules and regulations and the expectations of the <br />• Board for the content of a permit application. This updating was considered <br />necessary because Rule 1.3 states that amendments to permits are reviec:~ed in <br />the sane manner as new permits. Application processing procedures and expec- <br />tations have changed considerably since the time the initial permits ~~ere <br />issued when the agency had literally nun?reds of per,-rits to process in a short <br />period of time and reviews tended to be rather broadbrush. Therefore, the <br />information for the update is included here rather than attempting to respond <br />io lengthy and complex adequacy Letters. <br />.Submitted at approximately the same time as this amendment is a permit applica- <br />tion from Terra Construction Company for an adjoi ni n~ area to the south. It <br />will :~ecome evident that the reclamation plans for the Christian Pit as well <br />as the new area (the Cline-Holland Pit) are designed to uerye into a sinole <br />unit both topographically and vegetationally. In this re?ar~?, i.t might he <br />helpful for the reviewing 12eclanation Specialist to consider the plans for <br />the Christian .Pit as well as the Cline-IJolland Pit more or less at the same <br />tune. 'Phis will undoui~tedly reveal the extensive amount of integration incor- <br />porated into the plans for both areas. <br />Consideration was given to including both areas (the Christian Pit and the <br />• Cline-(Tolland pit) under one permit with one company as the responsible <br />party, but because of the difficulties of managing _`nur working pits under <br />one floating hoed as r•~ell as a desire to !;eep hermit areas separate due to <br />varying landotenerships, lease agreements and company differences, it e.•as <br />deemed more reasonable to keep them separate even though both areas are, in <br />part, contiguous. <br />In the process of amending the pewits, two permits will be combined into one. <br />To avoi-1 tare creation of a fourth file for this same area, we would recommend <br />that this operation be given a new number. 4Je also recommend the Board combine <br />files 79-111, 77-557 and 77-558 into one chronological file to he placed into <br />this new file as historical information.
