k
due to apparent constriction or obstruction have been noted in the past. Jim Pendleton
was consulted, and determined that replacement of this piezometer would not be
necessary. I checked CRDA-1 piezometer water levels, and verified that critical levels as
specified in Permit Table 18-4, were not exceeded during the year. One column heading
on the "Cameo Refuse Disposal Area Ground Water" Table, page GC-5, is apparently
erroneously labeled "] 1/15/97". It would appear that the correct date would be 1(/15/96,
and the table should be corrected if this is the case.
5. Well N-1 (North Decline workings well) quarterly water level data was apparently
reported in the "W-L" column on Table M97-3, based on text on Page 6, although the
well is not specifically identified as N-1. If this is indeed the case, the Well ID should be
referenced in the text, and a notation should be included in the "Groundwater" data
section of the report, indicating where the N-1 data can be found.
6. The annual analyses reported for Rollins Sandstone Wells #1, #2, #3, and #4, did not
include the required field parameters, and this data will need to be reported.
7. Required data for Minewater Discharge sites 001, 002, and 004 was submitted. Note 004
TSS dischazge exceedances on several occasions. DMG enforcement actions associated
with this problem resulted in construction of Treatment Pond 12, constructed in
December. 1997.
8. Several "gaps" in required data were noted for surface water gaging stations. GS-O1,
Rapid Creek downstream, missing data for three weeks in August, `97; GS-02,
Cottonwood Upstream, missing Oct. and Nov. `96 data; GS-03, Rapid Creek upstream,
missing data for Oct. and Nov. `96, and June, `97; GS-O5, Cottonwood Upstream, missing
data for Oct. and Nov., `96. Maintenance of some of these stations has been a problem in
the past.
For the four sites on Coal Creek and Jerry Creek (06, 07, 08, and 09), peak flow and
instantaneous flow was reported for 7 of the required 12 months. No data were reported
for November or December, `96, and Jan., February, and May, `97.
Narrative on pages 1-10 of the report addresses the data gaps to some extent. "Gaps in
information [for Cottonwood and Rapid Creek Flumes] are due to problems with the
recorder or flows below the minimum recording level..." With respect to monitoring sites
on Coal Creek and Jerry Creek, "Access is sometimes restricted by weather, BLM
restricts access when the roads are muddy". (Jerry Creek sites are located in a BLM
wilderness study area, and the upper Coal Creek site is within a wild horse management
area, which is the reason for BLM travel restrictions).
cc: John Walters, Powderhorn Coal Company
