TEL No.
0, 0 112 P.03
Memo to Janet Binns
Twenty Mile Coal Company 1997 Subsidence Reports
page 2
acceptance as submitted. The Second-Half report lacks the visual
monitoring report sheets for Routt County Road #33, the Union Pacific
track, and the two power lines. Perhaps you failed to forward these to my
attention. If not submitted by Twenty Mile Coal Company, they should be
provided for file completeness.
Figure #1 within the Second-Half report presents the map and profile of
Foidel Creek above Panel 8 Right. The profile section presents profile
lines titled "Pre-mining Profile", "9-11-96", and "11-97". In the
vicinity of station 255+00 on Foidel Creek subsidence apparently created
an impoundment, labeled "Foidel Creek Pond, Nov. 14, 1 996, area = 34,214
sq. Ft." on the map. The enlarged profile suggests that the impoundment
existed when profiled in November of 1996, but not pre-mining nor post
subsidence in November of i 997. No discussion is provided regarding this
surface hydrology detail within the text of the subsidence report. This
could be a significant topic of interest. Is a discussion provided anywhere
else, such as in the Annual Hydrology Report? Was the pond formed solely
by subsidence troughing? Was it subsequent breached by natural
phenomena or artificially eliminated? This topic should be thoroughly
described somewhere within the various monitoring reports provided by
Twenty Mile Coal Company.
Finally, within the Second-Half report, Mr. Mills states that "Limited
darnaye occurred to the liayden -Gore Pass structure (power line pole or
poles%), however, utility representatives inspected the structure and
indicated any repair work can be done during the summer of 1998."
l wenty Mile Coal Company should provide a more detailed description of
the damage and the affected repairs in subsequent 1998 reports.
Uoc: M:\COAL\JAP\TMCSUB97.WPD
JV/jp
