SNOWCAP COAL COMPANY
South Portal
Roadside Refuse Disposal Area Inspection - 4'" Quarter 2002
On December 4, 2002, I pertormed the required quarterly visual inspection of the
Roadside Refuse Disposal Area in accordance with Rule 4.10.2.
I, J. E. Stover, P.E., have a wide variety of experience in the design and construction of
earth fill embankments. Nothing was observed during the inspection that would indicate
the pile has a potential for failure. The pile was dry. The upper diversion ditch had
recently conveyed run-off to pond 9. The ditch appeared to function as designed. The 18
inches of non-toxic cover on the slopes of the pile were shaped, roughened, seeded and
mulched during the quarter.
There is a wet area along the north toe of the pile that is likely coming from the riprap
ditch that flows to Pond 8. Other than this wet spot, there is no seepage was noted
around the pile.
A failure of the pile would probably not be a hazard to human life. Even though the pile
is fairly close to the Interstate 70 east bound lanes, if the coal mine waste bank failed, it is
unlikely the material would move far enough to encroach upon the freeway.
I certify that to the best of my knowledge and belief, that the fill and other aspects of the
Roadside refuse pile have been constructed as permitted in the design approved by the
DMG.
e°9~°~cG S; ,~
Recommended maintenance: None. v°4Pi~°r "^"°.a`~~~
°~ ° 5
o .~?'~' ~'~^ ~ ' 3
E.
