SNOWCAP COAL COMPANY <br />Cameo Refuse Disposal Area No. 2 Inspection - 4'h Quarter 2002 <br />On December 4, 2002, I performed the required quarterly visual inspection of the <br />Cameo Refuse Disposal Area No. 2 in accordance with Rule 4.10.2. <br />I, J. E. Stover, P.E., have a wide variety of experience in the design and construction of <br />earth fill embankments. Nothing was observed during the inspection that would indicate <br />the pile has a potential for failure. The pile was dry. No seepage was noted around the <br />pile. <br />The pile has been covered with the required 24 inches of non-toxic material. The <br />reclaimed upper diversion ditch was seeded and mulched during the quarter. The <br />reclaimed haul road that traversed the face of the pile was also seeded and mulched <br />during the quarter. <br />A hanging section of the east diversion ditch was graded, seeded and mulched during <br />the quarter. This ditch segment was northeast of the upper diversion ditch and was <br />missed during the regrading of the refuse pile. <br />The upper diversion ditch is clear. The east and west collection ditches are clear. <br />The pile is located in a remote area well away from human habitation. A failure of the <br />pile might damage the haul road and sediment pond located below the pile.
