This report
contains a straight forward rendition of the survey data for Mountain Coal Company's
numerous subsidence monitoring points. The maximum reported vertical subsidence
continues to be less than the predicted magnitude contained within MCC's amended permit
application.
The annual report is intended to contain an in depth discussion of the observed movement.
The Division amended Mountain Coal's (MCC's) permit requirements to require a brief
discussion in the semi-annual report, as well. MCC's brief cover letter discussion and
detailed data report are acceptable in regards to monitoring observations. However, I do not
believe that their one paragraph discussion of the results of visual monitoring is adequate.
I believe it would be appropriate to indicate the location of cracking and "scars" on the
subsidence map. Indications of crack extent, date of first observance, and notes concerning
subsequent "healing" would also be appropriate
cc: Dave Berry
doc: M:\COAL\JAP\MTG1697.SUB
JP\jp
