INSPECTION OF ACTIVE AREAS 2-3 , 4 and Sa <br />The Deserado mine's preparation plant has been idle for nearly the entire quarter due to a new focus <br />of by-passing a majority of the mined coal rather than washing it and because of fire suffered in the <br />underground portion of the mine on Jan. 31. Consequently, very little refuse was placed in the refuse <br />disposal areas. <br />There are no apparent points of seepage, or indications of slope failure on the active piles. <br />The surface drainage facilities were adequately maintained and were working properly. Minor rilling <br />in the 100 yr. ditches was repaired on a continuing basis. Also, revisions aze being prepared for the <br />mining Permit to more permanently address some of the ongoing erosion problems in various <br />perimeter ditches and the face of RP- 2-3 . <br />No subdrain system is required by our permit, as geotechnical investigations for the disposal site <br />revealed no ground water present. <br />Permanent out slope remain at approximately 80% complete on the toe of sub-area 2-3 and <br />approximately 50% complete on the toe of sub-area 4. These slopes appeared stable. Pit 5 is <br />currently being covered by thin lifts. The spreading and compaction of the waste is currently running <br />concurrent with its delivery. <br />A groundwater monitoring well had been drilled between sub-areas 1 and 2-3. To date no water has <br />accumulated in the well. <br />At the end of the fourth quarter a total of 1,879,469 tons of refuse have been placed in sub-area 2-3, <br />a total of 1,333,025 tons of refuse have been placed on sub-area 4, and a total of 223,401 tons of <br />refuse have been placed in sub-area Sa. <br />No compaction tests were performed on any sub-area as only 8,377 tons of material was produced <br />during the entire quarter and no lifts were compacted on any of the refuse sub-areas. The bulk of the <br />activity on the pits consisted in drying the surface areas from winter weather and environmental <br />related maintenance. <br />Both the topsoil and subsoil piles for sub-areas 2-3 and 4 have been seeded and are stable.
