l~
Mr. Marcus Middleton
Colorado Yampa Coal Co.
The Division's calculations are as follows:
Assumptions:
1. Low flow period is July-September.
2. 1992 data input.
-4-
3. Mine 2 springs, Mine 3, and Pond E tipple discharge is not included.
Pond A
Pond D
August 27, 1993
Site 1 15
(.0027)(.592 Q)13000 mg/q + (.305 C!I(3134 mg/q(.0027) + (.20 Q)(2619 mg/11(.0027)
4.79 + 2.58 + 1.41
8.78 tons/day
Ambient conditions on Trout Creek at site 301 are:
18.7 tons/day
8.78 _ 47°,6 increase in salt loading to Trout Creek
18.7
Review of the PHC's for Foidel Creek and Eckman Park indicate that this calculated loading
is in excess of what is currently predicted.
Therefore, the Division requires TCC (or CYCCI to do the following:
1. Submit a technical revision to the Foidel Creek Mine permit to establish an alluvial
well and adjacent surface water monitoring site on Trout Creek below the Fish
Creek confluence. This site should be located and established during the 1993
field season.
2. Submit a technical revision to both the Foidel Creek permit and the Eckman Park
permit updating the probable hydrologic consequences section at each permit to
reflect future predictions based on available data through 1992. Include all
calculations, data referenced, maps, etc.. with these revisions.
3. Increase the frequency of stream gauging at key stations 1003, 301, and 69, as
well as the new station developed in response to No. 1 above.
•
Please submit the revisions to your permit as soon as possible, particularly to No. 1 above,
due to weather conditions.
