Mr. Marcus Middleton -3- August 27, 1993
Colorado Yampa Coal Co.
2. Pond D silver is shown six times as dissolved rather than total recoverable.
Copper, iron, manganese and zinc are represented seven times dissolved rather
than total recoverable.
3. The inspection record for the dates April 29, 1992 and April 30, 1992 indicate
that Pond F was discharging, yet CYCC's data shows the last discharge for the
water year to be March 25, 1992. Please explain in detail.
4. The inspection record for the dates April 29, 1992 and April 30, 1992 indicate
Ponds M and H were discharging, yet again the CYCC records indicate no flow.
Please explain.
S ro inas
No full suite sample could be found for the largest flowing Mine 2 spring, as
required by your hydrologic monitoring plan. Please submit this information.
Water Qualiri
Water quality review includes review of the Foidel Creek Mine data (No. C-82-056).
Groundwater
Inflows to the mine appear to be within the projections outlined in the probable hydrologic
consequences section of the Foidel Creek permit. No unanticipated drawdown or de-
watering is evident at this time. Also at this time no degradation of groundwater quality is
evident downgradient of mining activities. Recharge characteristics do not currently exhibit
detectable changes.
Surface Water
The discharge of underground mine water has changed the surface water ion balance in Fish
and Foidel Creeks. No SAR problems are noted currently. Changes in the ion balance are
currently not a concern due to the current and projected use of surface water primarily as
irrigation water and livestock water.
The increase in total dissolved solids does pose a threat to irrigation waters, particularly
downstream on lower Trout Creek. Data collected in 1992 does show a 47 percent
increase in salt load during low flow (July-September) to lower Trout Creek (below Fish
confluence). However, due to the lack of a monitoring station below the Fish Creek
confluence, actual data is not currently available to allow quantitative assessment and
comparison to predicted loading.
