P. A description of any unusual events in the past year (trespassers, illegal hunting,
problems with grazing, major flood events, etc.).
REPORT: On an adjacent piece of leased property, during the dismantling of the
Owens Brothers batch plant, a napalm trigger containing white
phosphorous was uncovered by another party (not Schmidt or associated
with Schmidt). Unfortunately, it exploded and injured one person. Schmidt
attended the Land Board hearing on the issue and listened to the testimony.
Schmidt did not offer any comments. It is Schmidt's beliaf that proper
training of personnel working at the site and a detection program along
with proper action if something is uncovered is the best approach to
minimizing the problems. This event also stresses the importance of
keeping this land highly restricted from use by the general public as well
as limiting any development of the land for more domestic uses until it can
be assured that a vast majority of the ordnance has been removed. Until
that occurs, it is Schmidt's position that uses should be limited to grazing
(using a high quality range management plan rather than the almost open
range plan currently used), mining, oil and gas productio~i, and wildlife
habitat. Use by the general public should be strictly controlled and allowed
only when the public is accompanied by a guide who is knowledgeable
about where to go and where not to go.
Q. Photodocumentation, if any. Photodocumentation not included as paper prints in this
report maybe provided on CD-ROM or DVD-ROM, For digital photos, insure that EXIF
data is included, unless images were merged to create panoramas in which case the
original images used in creating the panorama should also be provided.:For each disk (or
each directory on the disk, a contact sheet showing thumbnail images and the file name) a
PDF contact sheet should be included. All digital files must be in low compression JPEG
or uncompressed EXIF-TIFF format. If digital media is provided, include two copies of
the disks.
REPORT: Prints of a few of the more significant images are included at the end of
this report. On the included CD, many more photographs taken in the last
year are included. These are included into descriptively named directories.
File names sometimes provide a quick indication of the subject matter, but
usually the file name is the one assigned by the camera when the image
was taken. A few images have labels included where significant features
are pointed out. It is highly recommended that the "contact sheets,"
which are in PDF format, be examined before launching into opening the
photo files. Each directory contains its own contact sheet file. The images
in the contact sheets are produced at 150 dpi, so if the entire page is
printed out the "thumbnail" versions of the actual image will be of
sufficient quality to determine whether the viewer wants to open that file
or not. On the other hand, zooming in to an image in Acrobat and noting
the file name of an image to be opened eliminates the need to print out the
contact sheets. Below each thumbnail image is the file name, although it
may sometimes be truncated. All images were taken witY~ digital cameras
ranging from 3.2 megapixel to 8 megapixel resolution. Each image, if
Annual Status Report - 2005 for State Land Board July 15, 2005 Page 9 of 10
