' Third Party Oversight 3 Weter, Waste & Lend, Inc. <br />San Luis Mine June 9, 1994 <br />1.3.3 Task 3 -Oversight of Field Testing Program <br />WWL reviewed current and previous (Phase I construction) quality assurance (QA) <br />' testing program results. Additionally, construction QA test results from the initial stages of <br />the Raise I Expansion (prior to WWL involvement with the project) were reviewed. Opinions <br />concerning the adequacy of testing and validity of the test results were provided to DMG with <br />the weekly reports. No tests were conducted by WWL. <br />1.3.4 Task 4 -Review of Related Technical Submittals <br />WWL reviewed technical documents prepared by BMRI as directed by DMG. WWL's <br />' technical opinions concerning these documents are provided in this report. <br />' 1.3.5 Task 5 -- Review of Final Construction Certifications <br />As directed, WWL reviewed the Final Construction Report (SRK, 1994) from the Raise <br />' I Expansion. WWL's technical opinion concerning that document are contained herein. <br />t 1.3.6 Task 6 -- Participation in Meetings with BMRI <br />WWL participated in a technical review meeting with DMG on November 2, 1993, and <br />' participated in informal telephone discussions with DMG as needed. Participation in additional <br />meetings will be as directed by DMG. <br />' 1.4 SCOPE OF REPORT <br />t Results of the oversight work outlined in the previous section are presented in this <br />report. This report was organized to address the key technical issues associated with the <br />Raise I Expansion, but keep discussion of the issues as brief as possible. For continuity, major <br />sections of the report generally correspond to the major tailings disposal facility components, <br />' rather than the work tasks conducted for the third-party review. Documents reviewed as part <br />of this work are listed in Section 7. <br />' Daily field engineer reports completed during construction oversight work ere presented <br />as Appendix A to this report.
