analyses indicates unsuitable pazameters for this location, Westem Fuels-Colorado will be required <br />to implement the approved "Unsuitable topsoil mitigation plan". <br />Westem Fuels Colorado will provide topsoil salvage depths in the Annual Report, as well as soil <br />replacement depth information. (Permit page 2.05.4(2)(d)-18) Replaced topsoil will be analyzed for EC, <br />SAR, pH, soil texture, and soil fertility. Samples will be collected on a 465 ft. grid. Results of the <br />sampling program will be included in the Annual Report. (Permit page 2.05.4(2)(d)-18) <br />Exhibit 2001-6 illustrates the location of 7 topsoil replacement depth samples;TS45, <br />TS44,TS43,TS42, TS41,TS35 and TS46. Replacements depths ranged from 1.9 feet (22.8 <br />inches) for sample TS45, to 2.8 feet (33.6 inches) for sample TS44. These replacement soil <br />depths exceed the 18-inch replacement depth as required by the permit (page 2.05.4(2)(d)-17). <br />Chemical analyses was included in the 2001 ARR for these 5 samples for the following <br />pazameters: pH, soluable salts, % Organic Matter, N-NO3, P, K, S, Ca, Mg, Na, S, B, Cl", and <br />CEC. The results indicated that Samples TS36A, TS41A, TS41B, 42A, TS42B, TS43B, TS44B, <br />and TS45B all have elevated salinity levels. Review of the data indicates that Ca and Mg tend to <br />be plentiful. The analysis reports recommend lime applications and planting of salt tolerant <br />crops. The Annual report does not indicate that liming was used to ameliorate the soil prior to <br />seeding. Sampling and reporting of sample analyses results fulfills this portion of the permit <br />commitment. However, Western Fuels-Colorado needs to include information regarding any soil <br />amelioration, material and rates applied in the Annual Report. <br />Westem fuels Colorado reported the locations that were sprayed for weeds. Locations sprayed are <br />shown on Exhibit 2001-5. Weed species sprayed for aze also identified. Western Fuels Colorado needs <br />to identify the chemicals and rates used as well as the information provided. <br />Western Fuels Colorado provided information regazding fertilizer application and rates on <br />reclaimed areas throughout the mine. This information is found on Exhibit 2001-9. Western <br />Fuels needs to report what formulation was applied. The Annual Report does not indicate what <br />fertilizer formulation was actually applied. In future reports, this information should be <br />included. <br />Western Fuels-Colorado also used Rozol for spot control of prairie dogs for pest management. <br />This report was submitted 10 days past the report due date as committed to in the permit. The majority <br />of the information required was submitted by the operator in the original report. The Division has <br />included comments regarding additional information that is needed to be included in the report. Western <br />Fuels-Colorado should include the additional information in subsequent annual reclamation reports. <br />C:/jhb/team/New Horizon/2001ARR.doc <br />
