OCT-10-1997 14 13 ~ LSH ENUIRONMENTRL : 3034430367 P.04 Sctiedm.nd uc CONCEPTUAL RECLAMATION PLAN GOLD HILL MILL PERMIT M-94-117 WALSH Project No. 2990-020 October 10, 1997 1 INTRODUCTION This plan presents the conceptual reclamation plan for the Gold Bill Mill near Gold Hill, Colorado (Figure 1). Franklin Consolidated Mining, Inc. (Franklin) owns the mill and wishes to close .and reclaim the site. A detailed closure plan will be submitted to the Colorado Department of Natural Resources Division of Ivfinerals and Geology (DMG} upon approval of the conceptual plan. Zoning for industriaVwmmercial uses will be requested from Boulder County upon reclamation completion. 2 SITE DESCRIPTION The Gold Dill Mdl is permitted to operate under Permit M-94-117 by the DMG. Franklin has owned the mill since 1996. However, the mill has not operated for several yeazs. Figure 2 is a site map. ~ The mill is set up to use drainage water from the Hazel A edit and water pumped from Left Hand Canyon as process water. When the mill is operating, spent process water is delivered to a lined tailings pond within the permit area. Water in the tailings pond is recirwlated through an evaporation system that sprays over the pond through a series of sprinklers. Pond water is also delivered to a land application system. An overflow line delivers water back to the Hazel A edit when the pond overfills for additional storage capacity. Figure 3 is a schematic diagram of the water routing. 3 RECLAMATION TASKS Reclamation of the Gold FIill Mill site will include transferring operation of the Hazel A edit back to the owner, removing contents and cleaning the mill building; reclaiming the tailings pond; removing the land application system; revegetating borrow areas; minor road repairs; and post closure ground-water monitoring. This reclamation plan is an update of previous correspondence between COM, Ine. and DMG (Sorenson, 1996b). tndAoc.l0.1091
