OCT-10-1997 14 13 ~ LSH ENUIRONMENTRL : 3034430367 P.04 <br />Sctiedm.nd <br />uc <br />CONCEPTUAL RECLAMATION PLAN <br />GOLD HILL MILL <br />PERMIT M-94-117 <br />WALSH Project No. 2990-020 <br />October 10, 1997 <br /> <br />1 INTRODUCTION <br />This plan presents the conceptual reclamation plan for the Gold Bill Mill near Gold Hill, <br />Colorado (Figure 1). Franklin Consolidated Mining, Inc. (Franklin) owns the mill and <br />wishes to close .and reclaim the site. A detailed closure plan will be submitted to the <br />Colorado Department of Natural Resources Division of Ivfinerals and Geology (DMG} <br />upon approval of the conceptual plan. Zoning for industriaVwmmercial uses will be <br />requested from Boulder County upon reclamation completion. <br />2 SITE DESCRIPTION <br />The Gold Dill Mdl is permitted to operate under Permit M-94-117 by the DMG. Franklin <br />has owned the mill since 1996. However, the mill has not operated for several yeazs. <br />Figure 2 is a site map. <br />~ The mill is set up to use drainage water from the Hazel A edit and water pumped from <br />Left Hand Canyon as process water. When the mill is operating, spent process water is <br />delivered to a lined tailings pond within the permit area. Water in the tailings pond is <br />recirwlated through an evaporation system that sprays over the pond through a series of <br />sprinklers. Pond water is also delivered to a land application system. An overflow line <br />delivers water back to the Hazel A edit when the pond overfills for additional storage <br />capacity. Figure 3 is a schematic diagram of the water routing. <br />3 RECLAMATION TASKS <br />Reclamation of the Gold FIill Mill site will include transferring operation of the Hazel A <br />edit back to the owner, removing contents and cleaning the mill building; reclaiming the <br />tailings pond; removing the land application system; revegetating borrow areas; minor <br />road repairs; and post closure ground-water monitoring. This reclamation plan is an <br />update of previous correspondence between COM, Ine. and DMG (Sorenson, 1996b). <br />tndAoc.l0.1091 <br />
