MCC does not understand why the Division did not afford <br />MCC the opportunity to respond to the Division's questions prior to the issuance of <br />the NOV, and with these responses, requests that the Division reconsider the <br />issuance of the NOV. <br />MCC has provided revised text and appendices to be inserted into the 1996 AHR. <br />Please note that the entire text has been provided, (not all pages contain revisions), <br />with the exception of figures and tables not revised. Please make a note of this as the <br />enclosed revised pages are incorporated into the Division's copies of the 1996 AHR. <br />MCC has on numerous occasions in discussions with the Division and in the <br />PHC Technical Revision (TR#80) explained how the 1NW through 7NW <br />panels were sealed. The seals that have been installed aze ventilation seals and <br />aze not designed as bulkheads or dams to contain water. <br />The footnote #5 reference is incorrect. The reference should be to footnote #4. <br />Table 1 has been revised. <br />The purpose of the slope sump and the NETG is to temporazily store water and <br />stage it prior to pumping it out of the mine. Staging is a requirement of MCC's <br />pumping system as with other systems of this nature. As such, the volumes of <br />these small sumps do not affect the mine water balance, but only how ofren <br />each area fills and is pumped. The purpose of these sumps has been discussed <br />with the Division on numerous occasions and in the PHC Technical Revision <br />(TR#80).
