It is Anown how this overlap <br /> occurred, but it is suspected that it is a carryover from an older time when boundaries between adjacent <br /> permits were not as critically examined as they are today. None of the disturbances within the overlap area <br /> are the result of actions by this permittee. All disturbances are attributable to Owens Brothers. <br /> Bonding Situation: Early in 2001, the Division discovered that the self-bonding arrangement that has been <br /> in place for many years was apparently improperly approved. The Division and the company have both <br /> investigated the situation and it has been determined that the best solution to the self-bonding difficulties is to <br /> place all Schmidt/Centennial permits under a single name through a succession of operator process, followed <br /> by proper action to approve the self-bonding arrangement.
