<br />7.4 Annual Monitoring <br /> <br />For a period of 3 years, or until the area is determined to be successfully established, the <br />proponent will be responsible for providing an annual report describing site conditions. The <br />report will include: <br />Photographs taken from points established above. <br />An estimate of success of wetland vegetation establishment based on quadrat analysis. <br />A description of soil stability and erosion will be provided. <br />7.5 Adequacy Standards <br />The site will be considered to be adequately reclaimed when the following criteria are met. <br />7.5.1 Revegetation Success <br />Revegetation success will be deternned by comparing the total vegetative cover of all desirable <br />plant species present in the mitigation quadrats on the basis of a visual assessment to the same <br />parameters in the comparison quadrats. All native plants, except for those considered to be <br />weedy by the Colorado State Extension Service, are considered to be desirable. In addition, all <br />other non-weedy introduced species with wetland value are considered to be desirable. <br />To be considered successful, the total vegetative cover of desirable species present in the <br />mitigation quadrats will be at least SO% of the cover present in the comparison quadrats. If the <br />site has not attained this standard within 3 years of replanting, the proponent may be required to <br />take corrective action. <br />7.5.2 Wetland Species Dominance <br />The vegetation must be dominated (greater than 50% relative cover) by species considered to be <br />facultative (FAC), facultative wetland (FACW) or obligate (OBL) wetland plants. If the <br />mitigation area has not attained this standard within 3 years of replanting, the proponent may be <br />required to take corrective action. <br />7.5.3 Soil Erosion <br />The rate of soil erosion present at the site is equal to or less than that of the comparison area. If <br />soil erosion is noticeably greater than that of the comparison area at any point in time, immediate <br />corrective action may be called for. <br />7-2 <br />
