5.3 Product Storaac at Portal <br />• Chemicals/Products: Petroleum products, used oil, antifreeze, hazardous wastes. <br />Description: Products associated with this facility will be used for the management and <br />maintenance of mobile equipment. Wastes from limited painting, cleaning, az~d specialized <br />activities are also a component of these facilities (in very limited quantities). <br />Location: Mill portal adjacent [o ~-plex offices. <br />Spill Potential: Potential in storage is low. Risk is slightly Greater for reel delivery activities. <br />Potential Volume Spilled: TIC - In the unlikely event that all tanks and drums are ruptured, <br />approximately 6000 gallons of product could spill (depen~'ent upon number of grease, oil, and <br />antifreeze drums present. The lazgest spill volume associated with any one container would <br />im~olve 2000 gallons. <br />ASI -Tanks and containment involve the potential spill volume of 10,000 gallons. <br />Prevention and Control: Containment with dimensions of approximately 3'x 8' :c =1' has been <br />constructed of concrete for storage of the TIC fuels and lubrication. The area is sinned and has <br />appropriate fire protection. Containment is greater than 110% of lazgest tank (2000 gallon tank <br />• with approximately 2600 gallon secondary containment). Additional containment at this location <br />may be constructed, but volume of product will remain as stated. Hazardous wastes have their <br />own containment (spill palled. Spill kits aze located at the portal :aciiities. For ASI storage, <br />containments will be constructed to capture 110% of the volume of the largest storage vessel. <br />Countermeasures: (1) Avoid mixing products. (2) Contain the liquid spill with sorbent booms <br />or pillows if possible. Mop up with floor dry if a small quantity is spilled. (3) D!ki_ng .:a7 be <br />required although existing bermed containment will keep the liquid storage area. (~F) ivlaintain <br />iv(SDS sheets for all products. (_) Dike or berm existing drainage to prevent product entry into <br />the Williams Fork River (oj ::eep ec..._.._::;nc structures free of excessive water vo[urrte and <br />stormwater. <br />nearest Clean-up Equipment: Clean-up equipment is maintained at the portal maintenance <br />area. The project has a number of pieces of mobile equipment available to respond to a spill. <br />~4oritoring: Chec'.cs are perfor-.ned weeklc. Documented inspections performed muntlily during <br />the construction activities. <br />Reporting: Spills of petroleum products at the Henderson Portal should be documented on the <br />"Spill Incident Report" form immediately (Appendix 1), and given to the Environmental <br />Coordinator. Coordinate with site environmental and safety con[acts for proper disposal and <br />clean-up materials management. <br />8 <br />
