V. BEST MANAGEMENT PRACTICES <br />ACCUMULATED STORMWATER MANAGEMENT <br />stormwater (rain, snow and snowmelt) accumulates in outdoor containment <br />areas designed to contain spilled liquids. Most secondary containment areas <br />are designed to contain some stormwater without compromising the ability <br />of the containment structure to contain a release. {f storrrrwater <br />accumulates in an amount that may diminish containment capacity, it is <br />sampled, if necessary, and removed. Contaminated water is not discharged, <br />but instead is contained within the tailings water circuit. Uncontaminated <br />stormwater is allowed to discharge through the permitted stormwater <br />discharge points. Loading and unloading of bulk materials into tanks is not <br />allowed when excessive stormwater has diminished the containment <br />capacity of a containment structure. <br />BULK TANK and TRANSFER STATIONS <br />Tanks containing hazardous materials or petroleum products are constructed <br />of materials compatible with stored fluids. Tank construction is comp•3tible <br />with storage conditions, such as operating pressure. This is accomplished <br />with internal and/or external engineering review and during the design F~hase <br />• of the project. <br />Tanks storing hazardous materials or petroleum products are constructed <br />above ground with secondary containment structures capable of containing <br />the entire contents of the tank plus some safety factor. Properly cont~rined <br />areas within buildings or buildings themselves act as secondary containment <br />structures for indoor tanks. In addition to secondary containment, certain <br />tanks are installed with sensors or alarms to alert personnel in the event of <br />an overflow or rapid draw-down. The need for sensors or alarms is <br />evaluated for all new tanks. <br />TANK LOADING <br />Vehicles used to transport all chemicals and hazardous substances received <br />at the mine and mill meet applicable D.O.T. requirements. An employee of <br />the mill is present during unloading operations to verify product delivery, <br />assure proper connections, safeguard against spills caused by E>oor <br />connections and/or premature departure while fill hoses are connected, and <br />facilitate response actions spill cleanup if a spill should occur. <br /> <br />Page 13 <br />
