<br />C~ <br />Memo to PCPC <br />Re: SUP No. 592 <br />July 21, 1987 <br />Pagp Three <br />• <br />Staff conducted an on-site review of the subject property on <br />July 7, 1987 and observed the following: <br />(1) Access to the site from Colorado 165 was limited <br />by a locked gate; <br />(2) The site did not appear visible from the highway; <br />(3) The site had been mined recently; <br />(4) The site is being mined in a workman-like fashion <br />apparently causing little unnecessary environmental <br />impact; and <br />(5) The site is being kept clean with regard to ,Junk and <br />discarded oil. <br />Staff wishes to complement Mrs. Pope on the manner in which her <br />mine is being operated. The fact that conditions 1 and 2 have <br />not been fully met yet is more a lack of reporting than a lack of <br />action on the applicant's part. Although the act of securing the <br />permits is the most important aspect of the conditions, reporting <br />is also Smportant--it allows County staff to finish its ,Job. <br />RECOMMENDATION <br />Staff recommends APPROVAL of Special Use Permit No. 592, with the <br />following conditions: <br />(1) The applicant shall submit a copy of her Mined Land <br />Reclamation Board 110 Permit to the Department of <br />Planning and Development within 30 days of this <br />July 28, 1987 approval. <br />(2) The applicant shall submit a copy of the "initial <br />approval" of her Fugitive Dust Permit within 30 days <br />of this July 28, 1987 approval. The applicant shall <br />also submit a copy of the Fugitive Dust Permit "final <br />approval" within 30 days of her receiving it from the <br />health department, <br />(3) The applicant shall require proof from the mine <br />operator that crushing and/or screening equipment <br />has a valid emissions permit ("final approval") <br />issued by the Colorado Department of Health. <br />(4) Special Use Permit No. 592 shall he reviewed on a <br />complaint basis. <br />SGD:lr <br />c: Ina C.
