Lon4' <br />TO: Larry Oehler Div ision Durc for <br />FROM: Allen Sorenson <br />RE: Composite Liner Installation, Battle Mountain Gold, San Luis <br />Project, File No. M-88-112 <br />The composite liner currently being installed at the San Luis <br />Project is required to be installed in conformance with the <br />technical specifications contained in Appendix J of the approved <br />permit amendment. The operator must furnish the Division with a <br />construction report that includes results of laboratory and field <br />testing of earthen and synthetic materials used to construct the <br />composite liner and the pervious drainage blanket. Such a <br />construction report was provided to the Division when the tailings <br />impoundment was first built at San Luis; it included a narrative <br />description of construction, as well as soil test results, a <br />summary of destructive test results on synthetic liner seams, <br />manufacturers quality control certification for the geomembrane, <br />and product quality reports from resin supplies. A report <br />following the same general format will be sufficient for the <br />current liner installation project. <br />One concern that I have with the QA/QC protocol for liner <br />installation in the approved permit, is that a minimum frequency <br />for sampling and testing is not specified. Of less concern is that <br />ASTM designations are not specified for the required materials <br />testing. I would recommend that testing be done in accordance with <br />the following table for all type 3 (soil liner) materials, and that <br />gradation testing be done for all type 1 (embankment facing), and <br />type 2 (drainage blanket) materials. <br />TEST ASTM DESIGNATION MINIMUM F~tEOUENCY <br />Gradation D422 one per 5010 c.y. <br />Atterberg Limits D4318 one per 5010 c.y. <br />Compaction D698 one per 20p0 c.y. <br />Density D1556 one per 500 c.y. <br />Moisture Content D2216 & D4959 one per 500 c.y. <br />
