r <br />• All air track drills and compressors are of the recent model and <br />incorporate the manufacturers latest technology. The air track <br />drills and compressor combinations have operated between the hours <br />of 6:00 a.m. and 6:00 p.m., Monday through Saturday. It has not <br />been necessary to blast prior to 8:00 a.m. nor after 5:00 p.m, as <br />a result of any emergency condition. Asphalt Paving Co. continues <br />to recognize its obligation to notify the Board of Adjustment or <br />its agents if these time restrictions are exceeded, as a result of <br />an emergency or unforeseen difficulty. <br />Blasting: Test monitoring stations are established and are <br />operated on a portable basis to insure the structural integrity of <br />the improvements adjacent to the quarry site. As per the <br />analyzation of VME and its report documentation, ground motion and <br />noise have not exceeded the 2" per second allowed. Noise level <br />measurements conducted by MSHA have not exceeded those levels <br />established by the State of Colorado or the federal regulations <br />regarding noise pollution. MSHA inspections that have revealed <br />high noise levels have been corrected immediately and have been <br />subject to subsequent verifications and compliance with their <br />standards. <br />Our blast vibration monitoring consultant has been and continues to <br />be Vibra-Tech Engineers Incorporated. A continuing and effective <br />blast vibration monitoring program is presently being carried out. <br />The resulting data has been analyzed by this independent service <br />• and the resulting analysis data continues to be submitted directly <br />to the Denver Water Board by agreement between Asphalt Paving Co. <br />and the Denver Water Board. <br />Asphalt Paving Co. continues to monitor noise levels within its own <br />operation with a Tracoustics SLM-SZA portable sound level meter <br />operated from those instances which are consistent to the <br />operation. As a result, Asphalt Paving Co. has not received a <br />single noise complaint during this past year. <br />To our knowledge, all noise and blasting measurements have not <br />shown any readings exceeding the safety limits required by the <br />Colorado State or federal law. <br />Traffic Routino: The truck trips leaving the quarry site have been <br />split as equally as possible so as not to concentrate truck traffic <br />of any nature upon any location. The truck routing hours have been <br />regulated through our truck foreman on a daily basis. Our scale <br />personnel have been instructed to assure themselves that this truck <br />routing is followed. Our position still remains to work closely <br />with the schools, City of Golden, and Jefferson County. We are <br />aware of the conditions set forth in the resolution regarding <br />traffic routing, the hours of restrictions and the percentage of <br />trucks using these highways and continue to maintain a scheduling <br />posture so that these conditions are recognized.
