values have been determined in accordance with ASTM D698/AASHTO T99. It should be noted that we <br />were informed that Precision Excavating had completed the placement of the clay cover materials over the <br />east face of Area 1, with the exception of the southeast comer, and they were starting to place topsoil <br />materials over the clay cover materials. At the time of this visit, we also observed that the majority of the <br />refuse materials (waste coal) being produced were being stockpiled in Area I. <br />It should be noted that we did not observe any adverse drainage or geotechnical conditions at the time of <br />our site visits, with the exception of the standing water at the toe of the north face of refuse pile. Based on <br />our part-time observations, it appears that the waste coal materials that were recently produced, were being <br />stockpiled and/or placed and compacted in general accordance with the project plans and specifications. <br />The water levels in the monitor wells installed on October 23, 1997 and December 9, 1999 were measured <br />during this quarter one monthly basis. A table and graph showing the monthly water levels is attached. <br />This report fulfil the quarterly inspection requirements as specified by Rules 4.09.1(11)(a) and <br />4.10.2(2)(a).
