values have been determined in accordance with ASTM D698/AASHTO T99. It should be noted that we
were informed that Precision Excavating had completed the placement of the clay cover materials over the
east face of Area 1, with the exception of the southeast comer, and they were starting to place topsoil
materials over the clay cover materials. At the time of this visit, we also observed that the majority of the
refuse materials (waste coal) being produced were being stockpiled in Area I.
It should be noted that we did not observe any adverse drainage or geotechnical conditions at the time of
our site visits, with the exception of the standing water at the toe of the north face of refuse pile. Based on
our part-time observations, it appears that the waste coal materials that were recently produced, were being
stockpiled and/or placed and compacted in general accordance with the project plans and specifications.
The water levels in the monitor wells installed on October 23, 1997 and December 9, 1999 were measured
during this quarter one monthly basis. A table and graph showing the monthly water levels is attached.
This report fulfil the quarterly inspection requirements as specified by Rules 4.09.1(11)(a) and
4.10.2(2)(a). [f y have any questions regarding this report or our observations, please contact this office.
Sincerely,
INC.,
2
cc: T~ehbach ;fin of Minerals & Geology
Job Number: 99-3983 NWCC, Inc.
