SNOWCAP COAL COMPANY <br />Cameo Refuse Disposal Area No. 2 Inspection - 3" Quarter 2002 <br />On September 17, 2002, I performed the required quarterly visual inspection of the Cameo <br />Refuse Disposal Area No. 2 in accordance with Rule 4,10.2. <br />I, J. E. Stover, P.E., have a wide variety of experience in the design and construction of earth <br />fill embankments. Nothing was observed during the inspection that would indicate the pile <br />has a potential for failure. The pile was dry. <br />The pile has been covered with the required non-toxic material. The majority of the pile has <br />been seeded and mulched. There is some work required to grade the northwest end of the <br />upper bench to assure it flows to the collection ditch and no erosion occurs on the steep <br />section of the bench. <br />Installation of the upper diversion ditch is complete. The boulders mentioned in the previous <br />report were removed from the ditch. The design of the upper diversion ditch is located at <br />Volume 3, Appendix 13-2, beginning on page CRDA2-12. Section G-G on Exhibit 53 shows a <br />cross-section of the ditch. The upper diversion ditch is a trapezoidal channel, with a 3-foot <br />bottom width. Depth of the east section is to be 1.7 feet and depth of the west section is to be <br />1.5 feet including freeboard. The channel is to slope from the high point 2.5% each direction. <br />The as-built slope is in the 2% range. This small deviation from the design slope is not <br />considered significant. <br />The final 275-foot segment of the east collection ditch was constructed. The design of this <br />ditch is located at Volume 3, Appendix 13-2, beginning on page CRDA2-6. Section E-E on <br />Exhibit 53 shows across-section of the ditch. The east diversion ditch is a trapezoidal <br />channel, with a 3-foot bottom width. Depth of the ditch is to be 17-inches fora 3% slope and <br />11-inches fora 33% slope. This ditch was constructed in accordance with the approved plan. <br />The slope of this ditch does vary from approximately 33% on the upper end to 3% along the <br />lower end of the new segment. <br />The pile is located in a remote area well away from human habitation. A failure of the pile <br />might damage the haul road and sediment pond located below the pile. However, a failure of <br />the pile would probably not be a hazard to human life. <br />I certify that to the best of my knowledge and belief with the exceptions noted above, that the <br />fill and other aspects of the Cameo No. 2 refuse ~yle~e~ve been constructed as <br />permitted in the design approved by the DMG ~~~o~P ~"°.'
